Public Health Nurse
GENERAL DESCRIPTION:
This position holds professional responsibility for providing public health nursing service and analyzing, planning, developing, and coordinating public health nursing services. Must be willing to adopt and exhibit the City of Brownwood “I SERVE” Core Values.
EXAMPLES OF SPECIFIC WORK PERFORMED:
- Assist Health Medical Director in analyzing, planning, developing, and coordinating Public Health Program of Health Unit.
- Responsible for conducting clinics for blood pressure, diabetes, and cholesterol screening.
- Responsible for pregnancy and T.B. testing, S.T.D. / H.I.V. screening, testing, counseling, treatment, and referrals.
- Counseling in area of public health and immunizations.
- Administers all immunizations, flu, pneumonia, B-12, hormone, rabies, and other medication under the direction of the Medical Director.
- Responsible for making appropriate referrals on all Public Health problems.
- Makes home visits where public health necessity dictates.
- In the event of a disease outbreak in a community, coordinates with Medical Director on administering appropriate shots or medication and investigating the source of the outbreak.
- Make all necessary reports to state, regional, and/or National Health Authorities on disease control.
- Files monthly vouchers and quarterly FSR’s for Immunization Grant reimbursements in a timely fashion. Orders supplies for grant as needed. Maintains records of purchase order requisitions and delivery slips.
- File on reimbursements for TB and immunization grants.
- Responds in emergency situations, will successfully complete IS-100 NIMS and IS-700 NIMS introductory course, and provide documentation to the emergency Management Coordinator upon completion.
- Coordinates Rabies Depot.
- Performs School/Day Care vaccination auditing.
- Serves as the TB Case Manager.
- Serves as Perinatal Hep B Manager.
- Required to attend out of town conferences and educational opportunities as needed by the Department.
- Project Director of NCOA grant through 04/2024.
- Performs other tasks as required by Health Administrator.
Positions Supervised:
- Supervises Immunization Outreach Nurse and Clerk, TB employees, and lab personnel.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
- Works indoors, possible exposure to various infectious agents and diseases in performing tests, providing immunizations and examinations of clients, including clients’ blood.
- Light physical activity.
- Exposure to personal liability in providing injections and immunizations and other health services.
- Ability to sit, stand, and move about an office or building.
- Employee occasionally lifts materials weighing 20 to 30 pounds or climbs in order to reach cabinets.
- Ability to bend and squat in order to file or retrieve information.
- May be exposed to electrical, mechanical, or chemical hazards when operation or maintaining office equipment.
- Ability to see and handle small objects.
CONTACT WITH OTHERS:
- Constant contact with clients and co-workers, by telephone and in person. Contact with Medical Authority, Pharmacist, and State Immunization Branch.
EDUCATION AND EXPERIENCE:
- Registered Nurse or Licensed Vocational Nurse; prefer two years experience as Public Health Nurse and 5 years experience with immunizations.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to assist the Medical Director in the treatment of diseases. Skills to perform various clinical procedures. Ability to communicate effectively, both orally and in writing; ability to deal tactfully with the public, ability to establish and maintain effective working relationships with the public and city employees; knowledge of and experience with Microsoft Software: Internet Explorer, Excel, Outlook, Word; knowledge and experience with immunization related computer programs.
REQUIRED LICENSES AND CERTIFICATES:
- Licensed as a Registered Nurse (RN) or Licensed Vocational Nurse (LVN) in the State of Texas; valid Texas Driver's License. Obtain IS-700 NIMS certificate within 6 months of hire.
